0x000000F4 Blue Screen of Death

I know this issue has been posted numerous amounts of times, but none seem to solve my problem PC. Every time I try to boot my PC I get that evil blue screen of death before windows will even completely load, 0x000000F4. I have tried taking out ram, putting in back in, changing sata cables, bought a brand new HDD and graphics card, nothing seems to work so far. Pressing F8 won't even load the screen to select safe mode. Is there any way at all that I can save this PC or will a complete reformat be my only saving grace?

"nothing seems to work so far" You're just guessing & randomly replacing parts. You need to troubleshoot. There's more to the error message than just 0x000000F4.
