0-bit cipher strength

Apparently on it's own, my XP version of Internet Explorer 6.0 changed it's cipher strength from 128 bit to 0 bit. I called the help lines for both HP and Microsoft and neither had a clue what to do to fix it. Any ideas?

Start the operating system from the CD-ROM, run Setup, and then choose to repair the previous installation. (skip the "Recovery Console" and "ASR" prompts) This feature detects the old install when you start setup of the same version,and offers the "Repair" ("Press '1' for...." on the second screen, after pressing ENTER for setup )

I have exact same damn error ever since i reformated and reinstalled XP... it used to work fine before also..even with an older version of Nero, it worked. Now when i burn a damn cd, it stops after a few mins and give me blue screen of death.
IF anyone has solution for this, i ma kiss your ass and call you god!
