windows will not load on dell inspiron 501

Specs: Windows Vista, 32 bits
my daughter disconnected our wifi and also disconnected our modem so the neighbors could not use our internet, she did this a couple of times while our dell computer was on. After doing this our computer will no longer load microsoft windows, vista home premium, it goes to repair your computer and will not repair, the configuration registry database is corrupt error 0x800703F1, please help to get back our computer. Also will not load in safemode or any other suggestion with F8, also my family cannot remember password for administrator. says that it has been disabled. see system administrator, who is the system administrator. Sorry our computer is a dell inspiron 531, not 501 sorry about the miss type, please help

Disconnecting a router or modem should not "break" Windows, but from your explanation I would suggest you perform the Dell Factory Recovery which will re-install Windows the way it was when your Dell was new and no-one had yet used it.

However, Factory Recovery will also "wipe" everything from the C: drive that is currently on it and start over with a fresh copy of Windows, so I hope you have been wise enough to keep all your personal files backed up on a different drive or on optical discs.
