windows will not complete setup after recover

Specs: Windows Vista, 2.5 Quad/3 Ghz
After recovery complete, Windows Vista will not complete the setup. It freezes up and when you restart the pc it brings up a prompt that says the the computer was shutdown unexpectedly or there is an error. It ask you to restart the pc and then comes back to the same prompt. Is a file on my recovery disk bad due to a scratch? To rule this out, I copied and pasted the files from the disk to my desktop and there was no error in doing so. It successfully copied. Does that mean there is no issue with the recovery disk? If not, what is the solution to my problem?

I have found that sometimes a minor fault with a disk can prevent installation although a simple copy is OK.

It would be worth copying the disk to a a non re-writeable and finalizing it.
