Windows Vista missing MSOE.DLL file

Everytime someone else tries to log on it says that the MSOE.DLL file is missing and all that appears is a blue screen. This happened after we tried to download a printer patch (that didn't work) and now no one else can use their personal settings but me. How can we fix this??

This didn't work. It has been doing this since April. Is there anything else that will work?
