Comment: My son bought a new dell that has Windows Vista. When he turned on the brand new computer, Windows Vista froze. The only way he could get it to shut down was to turn off the power to his surge protector. Now, Windows Vista will not boot up at all. All he sees on his screen is letters and numbers scrolling up the screen and green lights flashing on the monitor. How do you resolve Improper Shutdown on Windows Vista??? Karmegi
