Windows Vista freezes on shutdown

Specs: Windows Vista Home Premium SP1, Intel Core 2 Quad Q660 Prcocessor @ 2.4 GHz / 2GB

Recently, I have been having trouble with my new computer. It is a Packard Bell iMax 3515 with Vista Home Premium SP1 (pre-installed) with 2GB and an Intel Core 2 Quad Processor.

Sometimes when I go to shut down my computer, on the teal screen saying 'Shutting Down..,', The moving circle next to the 'Shutting Down...' freezes and stops moving and the indicator light on my PC doesn't light but the power light remains on. Sometimes, the screen (Dell Monitor at 1024x768 resolution) will switch off when it is shutting down after the 'Shutting Down...' teal screen making me think that the computer has switched off. However, the PC power light remains on and the indicator light doesn't light.

I have also left the computer to switch off for up to an hour when this problem occurs and does not shut down still!

I would like to find out what has been causing this problem and how to resolve it because it is quite annoying!

As it's a new computer, why not get it fixed under warranty.
How long has this been happening? since new or recently, if recently try restoring to a date prior to this happening.

Well it has been happening rcently-ish starting back in December 2008 and is on and off plus I have tried system restore which works for a few days but then happens again!
