Windows has detected an IP address conflict

Specs: Windows Vista
OK my internet connection lately has not been so good. The problem is I dont know weather its Time Warners fault or the fact that we have an Xbox 360, Playstation 3, and 2 laptops which all use the internet...

This is sort of a 2 part question and my first question would be, Is it possible to turn off all access to the internet in my house except for my Xbox 360 so that I am the only one in the house with access to the internet? That means whoever turns on the PS3 will not be able to play on the internet...

2. My second question is I got this error and im wondering what you guys make of it... Again im not sure if I should give Time Warner a call because speaking to them only gives me a headache. Heres the error I got on my pc:

Another computer on this network has the same IP address as this computer. Contact your network administrator for help resolving this issue.

Does anyone know what I should do?

Forgot to mention we are using a d-link router
