Windows half page

Specs: Windows Vista Home Premium

How do I get my Windows Vista to open in full page?
Everything opens in half page, and I have to click onto the box up at the top right to open to full page. This is an annoying step that I would like to avoid if I can.

right click Internet Explorer icon and then properties
click shortcut box and where it says run normal window click the dropdown and select maximized
then click apply then ok
