Windows Explorer stops for most actions.

Specs: Windows Vista, 2 gig ram possibly
As of about one hour ago, my computer is pretty much ruined as far as I can tell. Windows explorer "stops" when I open or explore any folder, and the only runnable programs that are of use for problem solving are internet explorer and the command prompt, and Trend Micro. However, sfc scan did not find any problems, and trend micro did not either. This crashing dilemna has stopped my access to the control panel, so I cannot uninstall the program which I believe is causing the problem. I downloaded this program earlier today, thinking it was a different download that I was looking for.

Anyways, I also ran shexview and disabled the .dll from the program, but it did not fix anything. Please please please please please help me. I literally cannot access anything important in my computer whatsoever.
