Windows automatic update stuck at various %'s on Vista

Specs: Windows Vista
When you start it up, it says "updating 1 of 3 0%", never shows progress just suddenly goes to login page. The Windows automatic update gets stuck at various %'s on Vista Home Edition. When trying to restart/shut down it says "Updating configurations Do not shut down your computer".
Well if I don't, it will sit forever without shutting down, so I have to manually power it off. It's all an endless cycle. I can't even uninstall programs, but I was able to download some??

Might try a restore point to a few weeks ago. Might end up having to reload the OS. I'd at least try to see if some malware is causing it. Try some antimalware program maybe.

I don't have a restore point at this time as the OS was restored (the register had a lot of errors). I had a few restore points before the reload, but none of them worked. I was suddenly not able to get internet connection unless I was in Safe Mode with Networking. The automatic updates still don't work, or tif I try to download them myself. I can't delete programs. There seem to be a problem still with Windows Explorer and Task Manager???? I have internet connection though, but it seems like th CPU runs excessively high even without anything "active" (don't really know what's going on in the background).
