Ok, can someone clear this up for me? I've heard it is, and I've heard is a whole new OS. Is Windows 7, Vista's Service Pack 2?

No. Win7 and Vista SP2 are two different animals. Win7 is the next generation of M$ Windows family. SP2 is the second cumulative update for Windows Vista.
