It's preferable, as a clean installation of Beta 2 behaves better than an upgrade.

Two cents worth: If you are thinking about formating the HDD or partition that contains your primary OS I would advise against it. Vista is still Beta and as such is still having some problems. Your system may not be able to run vista correctly so you could end up not having an OS. What most do is a clean install on a separate partition or another HDD and dual boot.
