Why USB for external hard disc transfer data

Specs: Windows Vista, 4G
My WD external hard disc data transfer rate with my Acer 64 window vista system was ok in tern of MB when I copy my tumb drive data into it but sudenlty now it is too slow in few Kb only and it even become no respond (on my Acer 64 system window vista). But when I plug to my laptop 32 bit window vista it is go and fast (Fast rate in MB). I also try to plug into my another PC 32 window XP it is also good (Fast rate in MB). Why? Any one can help me?

what connects this equipment? [router/switch?]
what are the listed speeds for the nics? [10/100/1000?]
is it just the usb xfer or from the hard drives?
