When Troubleshooting Notepad comes up ,how do I troubleshoot

Specs: Windows Vista
When I use troubleshooting tools in Vista , Notepad comes up , Why ? I do not understand the notepad language and I get very little help once notepad comes up and I have no solutions etcetc, I am told not to change the registry like that, so how do I use maintenance tools if only Notepad come up etc etc ..

If running the tool, just for knowledge reasons, we may be able to find another way.

Well, many times when the PC is acting noticeably aberrant, I might look to troubleshoot the issues, but when I use the Help and Support logo and then click on troubleshooting tools , etc etc , I seem to be redirected to Notepad and the language there is for professionals I think, so I don`t dare alter anything.

My question is , what might cause that, because I cannot troubleshoot from Notepad ? I am not fluent enough, and a home PC would seem to have made it easier for me, somehow... ? I just do not know where though .. except the other obvious choices , like anti vorus tools, defrag, etc etc .

yes, and I did not know that Google offered anything similar actually, but anyway, so far I have ran the tweaking tools twice over and it will not restart , or I am not waiting long enough for it to engage , and also after I force a restart, the problem still exists, Malware reports a
