What does LOCKED mean?

CPU/Ram: 512 mb
Product: Acer Laptop.

Hi! Everybody;

One of the Seniors in my Seniorcenter just bought a laptop(Acer) w/512 mb Ram and OS Vista Home.
When he starts,a windows appears with his username on it,but underneath it says:"LOCKED" and he wanted to know what it means and how to "UNLOCK" it!
