webpages hides

I am not sure how explain this problem. if i am in OE and i try to open my mail, it opens but doesn't come up 'front' i have to go to the taskbar and click it. other prgms do the same thing, they 'hide' what don't i have turned on to make the come up front? thanks franbarb
