wavy or fullof static monitor

Recently Iinstalled ATI driver for my card, it does not ask to restart ,working fine when restart monitor is wavy i can not see any thing so go safe mode try uninsatlle the driver i can not ( safe mode i do not see any wave)
Or full of statics i can see any thing on monitorlike a tv without cable connection.
How can I fix this.

xpuser, here is the reply he got in the other post you mentioned:
Your refresh rate is not set right.
Post this in the Vista forum for how to change the settings.

I suspect that is the reason he posted here.
