vista/xp/win7 problem

I have repaired many computers but this one has me stumped

firstly its a GA-7VA mobo with 1 gig ram and it has been running winxp for a few years no problem
then i did a fresh install of vista and again no problems for at least a year

now it freezes at the welcome screen or just before it.

here is what i have tried
reformat to win xp still freezes at welcome screen just before it finishes installing
reformat to win vists same thing and win 7 same freeze at same time
can get in on save mode and disabled startup items (but as they were fresh installs only a few there but made no difference)
bios is latest for board

a format and install usually fixes most problems but not this time for some reason
also changed hdd just in case of a bad sector but still no go
as it loads in safe mode it must be something that is loading during welcome screen
really stumped here

First of all, that's a pretty old board for an O/S newer than XP.

That said, have you tested the memory yet?

Have you installed the motherboard drivers?

What are cpu and memory specs?

Anything changed or added when this problem began? Do I understand correctly that it ran vista just fine then, started freezing? Something happened to lead you to reinstalling; right?

tested memory
motherboard drivers not installed because i have formated and installed xp/vista at least 10 times on this board and its worked fine (young sons own comp age 8 so i am used to installing xp/vista etc on it) and i also repair some computers but this is the first time i have had this.
will try drivers now
cpu and memory have been fine for xp/vista for at least 3 years (and yes it is an old board but i have 2 main computers and 2 laptops in the house and only use this for my son to go on cbeebies so dont really want to buy another just now although looking on ebay this board is only a little over £10 but i have also read that this can happen with this board and dont want to buy the same problem.
I WILL POST BACK FULL SPECS (ignore ones here as they are for my own one )
after i find out what they are as its as long since i have looked at it to be honest
thanks for the reply as i did not think the drivers would go in on safe mode to be honest and have never really tried

specs as follows
display=ATI RADEON 9600/X1050 SERIES
processor=AMD ATHLON XP 2800+
memory=1 GIG RAM (not sure which as i cant get system info or belerac advisor to work)

can you based on this give me another mobo that will fit in without buying new mem/processor/or display card
dont matter if its the same or a bit better as its only for a young child
