Vista's short term memory

It seems one out of every 3-4 cold boots Vista looks for new devices and reinstalls most all of my hardware, motherboard drivers, soundcard, usb bridge stuff and on and on. Does Vista have short term memory problems? I find it a little irritating but when everythings ready to go, the soundcard defaults to 100% volume and I forget to turn it down.

Yes, I am using all the latest drivers available, downloaded from the manufacturers websites. I spent an hour on the phone with Microsoft tech support and he gave up after spending over an hour re-booting and screwing around. He said someone higher up will be back in touch with me within 24 hours.
