Vista x64 reports clock speed lower

I recently switched to Vista x64 Ultimate. I have a quad 6600 OC'd to 3.13 GHz according to the Bios. XP x64 reported the CPU running at 3.5 GHz, now that I'm running Vista, Vista reports the CPU running at 2.13 GHz. I have set the power savings to performance and ensured that the system is running at 100%, yet it still reports 2.13 Ghz, while the Bios reports 3.13 Ghz at boot. Any one have any ideas?

What does CPU-Z state?

Also, do you have SpeedStep; C1E; EIST....etc disabled in your system BIOS?

You are somewhat already on the right track by setting your power options to high performance vs power saver or balanced.

CPU-Z says 3.120 MHz, which is what the Bios reports. I have disabled C1E in the Bios as well, I don't have the other two options. Should I assume that Windows just doesn't report the CPU speed correctly. I had the same sort of misread with XP x64 where Windows read the CPU speed as 3.5 GHz where the Bios reported 3.13GHz

Turns out the speedstep setting was hidden because the CPU ratio was set to manual, once I set it to auto, I was able to disable speedstep, which allowed Windows to report the CPU speed correctly (actually it reports it higher now than the bios, but that doesn't concern me as long as it is atleast the speed it should be.
