Vista won't Boot in Normal Mode

Specs: Vista sp1, 1 gb
The Problem PC will not boot in Normal Mode. It just reboots at this time and performed an Automatic Startup Repair which fails.

I tried:

At boot/Startup
-Automatic Startup Repair - failed.
-System Recovery - Startup Repair failed.
-Memory Diagnostic - No probs found.

In Safe Mode: (Barely stable)
-Malwarebytes' - Anti-Nalware
-found 5 trojans and 6 viruses.
-Removed but still would not boot in Normal mode.
-System Restore - All points failed.
-Modified MSCONFIG for "Clean Boot"
-No effect - still no Normal Mode boot.

Then -
-I was going toremove the Problem PC's HDD to scan it for viruses on my (Good) PC when I realized the connection to the HDD from the Problem PC is different than that on my PC. My PC uses standard ribbon cable to attach to Hard Drives. The Problem PC uses a red, 1/2 inch wide, flat interface cable to attach to the HDD. . So I wasn't able to check it like this.

So Now -

1. How do I get Vista to boot? I'm trying to find a Recovery CD now.

2. If the virus/trojan problem is/was too extensive for me to fix on the HDD can I reinstall windows (Vista SP1) from the recovery D:\ partion? If so How?
