Vista Ultimate x64 UAC (from clean install) blocks all editing of Favorite places (favorites): Adding, importing, exporting etc. Turning it off is a huge hassle with reboot etc.
I have tried an admin command line prompt which allows editing, but then permanatly blocks import/export functions. here it is:icacls favorites /setintegritylevel (OI)(CI)low
I have also tried resetting IE7...does not work
Please help

follow this guide to disable UAC:

when done, you may re-enable UAC again.

is IE7 running in protected mode? if so, then IE is essentially denied write access to the wider file system and to much of the registry.
you can disable this feature in the security settings, fiddle around with your favourites (preferably with your network connection turned off :-) and re-enable it again.
editing favorites is a common dilemma with 'sandboxed' browsers.
