Vista Shortcuts Not Working!

My shortcuts for programs have stopped working. It started with just one or two programs but has spread to almost all of them. In order for me to open them I have to go to start and click all programs. I am unable to utilize the recent program list or the pinned programs. Same goes for the quick launch and desktop.
This is on a legal copy of Vista Business
