Vista, no pci/modem recognition

I have a relatively low end computer I bought from compaq for my father to use at work. It has a dial up modem in it and the computer was running perfectly for some time. I came to his work one day and it said the modem had been removed. I replaced it and I cannot get vista to recognize it. I tried everything I know to do. I've tried all 3 pci slots and cannot get any respone from windows whatsoever with either modem. Any tips on what to do would be greatly appreciated it.

It's some cheap modem barely as big as a toothbrush that came with the machine. I tried replacing it with a USR 5699B with no luck. I thought it was something I could fix but I broke down and just decided to send it back. Thanks anyways.
