Vista Loading hangs up in 20% of ca

OS: vista ultimate x64
CPU/Ram: 8gb

Even if you click F8 before loading and chose Safe Mode the display shows:

|
|Please wait...
+------------------------
and hangs up

But this window should display:
Loaded: C:\Windows\System32\drivers\volmgrx.sys
Loaded: C:\Windows\system32\drivers\pciide.sys
Loaded: C:\Windows\system32\drivers\PCIIDEX.SYS
etc.
(HDD indicator blinks about 0.5 seconds and goes out)

What I mean to say is that it is obvious that Vista hangs up itself at the very beginning of loading, but not because of drivers.

What can be the problem?

See if you can boot to the vista DVD.

"Best Practices", Event viewer, host file, perfmon, antivirus, anti-spyware, Live CD's, backups, are in my top 10

I agree with jefro, try the Vista DVD. On the Vista DVD you have the option to restore the boot files, to the default configuartion.

How does it respond if booted into the bios?

If it's ok in the bios then it's most likely software. Apart from that on the hardware side check the ram.
