Vista is slow with high physical memory

Specs: Windows Vista, AMD Turion X2 Dual core 2.10 GHz/ 3 GB
I've been running Windows Vista for a couple years now with no major problems until recently. Since the past couple months, my computer has been running very abnormally sluggish, even when i have no programs running. Simple tasks such as opening an firefox or program makes the physical memory peak high and system become slow. I've noticed in task manager high physical memory usage. I've looked in the processes tab and have noticed nothing under the ordinary, and i've run an adware, malwarebytes antimalware, defrag and virus scans, and nothing seems to be popping up. I've noticed that the physical memory usage spikes 50%, even when no programs are running. The boot up is also very slow and time taken. This problem is very frustrating. I have no idea what could be the problem, as i've had no major hardware or software additions/changes in the past couple weeks. Please suggest some things that may be the problem. I'd look at the amount of ram. Is it correct? Run memory diagnostics on it to be sure.

Might be more simple to just do a clean install from oem sources if you can't find any hardware issue.

Not all virus and malware can be found. Rootkits can hide.
