Vista freezing up on me

Specs: Windows Vista
Here is what Is going on and when the problem started, I am using vista 64 bit btw.

I put on a new keyboard and mouse and the mouse would not work. So i put on another mouse that i knew worked and my comp froze up on me. So I was like whatever and restarted my comp. My computer then kept running in a loop and would not load. No errors just it would not fully load and get to the loading of the OS. I would get as far as the bar going across the bottom and then back to post up. I then proceeded to load in safe mode and reverted back to a earlier date.
Either this caused another problem or this problem is what is also causing me to have problems loading period.
Here is what is going on. When i first get to my desktop I can do anything I want BUT after a little bit I get this icon on my start up bar. It looks like a clear circle with green lines thru it. Once i get that circle I cannot open any other programs and can only use the programs that i have up. When i downscore a program I cannot bring it back up because it seems my task bar is frozen also. I cannot even click on the window button to try to load anything. Basically I am stuck on only using what is on the screen.
I tried running a virus check with no luck. I tried doing a soft boot by taking off what looked like uneeded programs from start up using msconfig thinking I could find out what this program is by stopping it then erasing it.
Any suggestions for this problem?

Think I got the problem solved. Somehow a couple of programs got onto my comp that I have no idea how they got on. I went to my list of computer programs and found a couple I just did not recognized and one of them was a maleware sniffer and uninstalled them since then it seems my comp is fine. Hopefully it has fixed the problem completely.
