Vista Control Panel Boxes too big for screen

Specs: Vista
On a Toshiba notebook, with small but wide screen,Windows Vista control panel boxes to enter selection has Apply and OK at the bottom out of reach because the box is too big for the screen. It turns out a lot of the boxes from Control Panel applications drop below into the bar. I can not move the boxes any higher so I can not turn off the pad-mouse and hands constantly touching the pad while typing sends the machine into fit. Tried setting screen to very high resolution but boxes don't seem to shrink much. Any one have a solution?

... not a screen resolution solution but pressing the (tab) <key> will jump your cursor to the desired "ok" "apply" boxes then [press enter] to turn off the pad-mouse.
