I have a mpeg file about 11.7gb and 3hrs duration with many different scenes. I would like to break the scenes down into seperate mpeg files for easier categorizing and later editing, how is this done?

You can get a free one "Windows Movie Maker" from Microsoft, probably the best free one, or you can get Corel Movie Factory or Cyberlink Power Director or similar which you need to pay for, trial versions are available.
