vaio won't restart

I have a Sony Vaio vgn cs23g, running Windows vista premium. When I try to restart it, the computer shuts down, then when it trys to restart the screen goes black and it locks up. I then have to hold the power button to turn it completely off. I wait 30 seconds and it will turn back on. Why won't it restart? How can I fix this. Thank you
