usb external device not recongnized

Specs: vista home pre., 3g
Trying to help out a coworker. He was asking why his external sound card only is recognized by his computer if he unplugs it and immediately plugs it back in after starting his computer. If he just leaves it plugged into to the usb port, and shuts down his pc and, later turns his PC back on the external sound card does not work. Once again only if he unplugs the usb device while the PC is turned on will the device work. He is concerned because he uses this device often and that he may wear out either the sound card usb plug or the laptop usb plug. Any ideas or further question I could ask him to help remedy this problem would be appreciated.

When he starts the computer, is the device listed in device manager but shown as disabled? If so, does enabling it work? I'm guessing he's tried another USB port if one's free? If it's a laptop it's possible there's a power issue.
