Upgrade coupon and fresh install

Folks,
if I get the OEM copy of XPpro and put it in my new box, can I do a "clean" install with the Vista upgrade coupon?

Also, is there a time limit to cash in on the upgrade? I ask that cause Dell had that when I went from Me to XP.

If memory serves, upgraded CD's had that option to do a "fresh" install, but I am not sure if this coupon would have the proper setup options to allow that.
