Unstable and freezing pc

Specs: Windows Vista
I have a Dell Vostro 420 running Vista Business. Sometimes when I switch the pc on nothing happens after the initial fan sound, there is no audible beep. At other times I get to the User WIndow but when I select a user it either freezes up when the next screen opens or it is blank with a a 'logon process failed to create the security option' dialog box. At the moment my computer starts only in safe mode. I have installed all updates and service packs and I have run all the diagnostic tools (twice) and everything passes with no error messages reported.

Almost anything could cause this. Temps, power, bad parts, bad software.

You will have to either try to get a clue from some report or error log to take a guess in a starting place. Otherwise replace something and then move on till it gets fixed.

Try a live cd to see how stable it is. Make a Vista PE disk to help get close to your setup. A live linux may not be a good test but better than nothing.

1/3 of highway deaths are caused by drunks. The rest are by people who can't drive any better than a drunk.

Sorry for my late response but I've been away for the last week. As I said there are no error reports as such when I run the full diagnostics but I'm not technically-minded so is there a command I can run to ask for an error report? I understand it could be 'bad parts or bad software', and that it is likely to be a process of elimination but how do I test for correct temperatures and power? Forgive my ignorance but what is a Vista PE disk? I appreciate your advice and any other help I receive.
