unable to connect to Internet Explorer

Specs: Windows Vista Home, 2.336 GHz / 3326 MB
I could sure use some help. I have been on this computer about 3 hours a day trying to figure out what is wrong.
Firstly, I am a "User" on this computer and my wife is the other "User".
My "IE 8" works fine. My Home Page is Google as is my wife's.
When she goes to her page and clicks on "IE 8", up pops that Box, "Please wait while Windows configures search settings 1.2.1". Instantly another Box comes up blocking the 1.2.1 Box. It says, "Search settings will now close all instances of Internet Explorer before continuing". It says "Cancel" which does not do anything. Clicking on "Continue" the Boxes disappears and she is left with a blank screen even if we wait a couple minutes.
Also, above the Google Toolbar there is no site such as http:...Google, MSN or anything. If I click on the arrow at the top of the "Dropdown Menu" I am able to bring up Google, MSN etc. and it opens up.
I went to her "Internet Options" and typed Google as her "Default Browser". I clicked "Apply" and "OK" and closed it. I tried it again and it did the same thing. I did a "Clean Boot" ran "CCleaner," ran "Malwarebytes" as well as running "Superantispyware". There was some Adware which I Quarrantied but that's it.
I tried "System Restore" going back a couple days prior to the problem to try a "System Restore" finding a "Restore Point". It would not Restore. I did all this on her page with me logged off.
I was then told to try "Easy BCD". I didn't know what boxes to click or small boxes to checkmark.
Any help or sugestions would be appreciated.

your post is real long, but I suggest to reset internet explorer. Have you tried that?

How do I do I Restore Internet Explorer.

I received one response from one of your fellow computer people telling me he was glad I gave him all the vital information so he would not be going back and forth asking if I tried this or that.
