Unable to Browse

Specs: Windows Vista 64
Similar to other, older posts:

I ahve Vista 64; a few days ago I stopped being able to browse the web. I can ping domains, FTP, and IM, but when I try to browse I get "server reset the connection before page finished loading". This happens in multiple browsers. I have reset DNS, DHCP, disabled the firewall and antivirus, swapped ports on the router, hooked it up directly to modem (bypassing router), performed a system restore back a couple weeks, and hooked another computer up in its place (which browses fine). I *think* (hope?) I have it narrowed down to the network card, but wouldn't a bad card keep me from doing ANYTHING with the 'Net? I have noticed when I boot up the Vista 64 bit system, I just started getting a blank box that pops up for a few - it doesn't have a title to it, and I don't see anything unfamiliar in either the boot.ini or the HK_Local_Machine registry. I am reasonably certain it's the culprit, but if I can't determine what it is....
please help!

Guess you could try a live cd to see if software.

Try the IP address in the browser address line.

telnet port 80 to see if open.

"Best Practices", Event viewer, host file, perfmon, antivirus, anti-spyware, Live CD's, backups, are in my top 10
