Trouble with a scrolling screen

Whenever I'm on the Internet, the page (s) scroll almost out of control. Using the mouse or the arrow keys produce the same undesired effect. For example, if I want to scroll down or up, the page continues to scroll too far in the intended direction. I have been looking for the feature that controls (disables)this behavior but with no success. If you've experienced this anomaly, please come forward with this badly needed help or solution. Your help in this matter will be tremendously appreciated.

Are you using a logitech mouse?
Start >> Control Panel >> Mouse or launch the "Logitech Mouseware Mouse Properties" software from all programs, click on the Buttons tab & For "Scroller", set to the following: Check the box labeled "Use MS Office compatible scroll only." Also, check the box labeled "Scroll in active window only". Goodluck!.
