Beep codes mean different things - depending on the bios installed. This link will tell you what they mean - depending on the bios used in your Toshiba::

This is specific to a Toshiba Satellite:

You "may" have a RAM problem - and that's possible with a laptop as they get moved about a lot; and occasionally RAM modules can be dislodged/loosened in their sockets.

First thing to try however... is simply to remove "all power" - mains "and" battery. Then press and hold for about 30seconds or so the laptop power on button. Then replace the battery and mains lead and see if the Satellite will power up etc.?

If it doesn't then remove all power again (battery included) and this time access the RAM modules. Carefully remove them and with a soft pencil type eraser gently clean the RAM edge contacts. Re-insert the modules firmly; then remove and re-insert again. Ensure when you have finished cleaning with a the eraser (as above) that yo have removed any traces of of it or any other foreign material from the RAM module edge contacts.

Then restore battery and mains power and see if things have improved.

. . . after rebooting. . . "

That term used to mean you just restarted your computer but lately people are using it to mean they did a factory restore. If that's what you did then (and depending on what the beep codes tell you) it may be that the restore went wrong.
