Do you use s-video to s-video cable to connect your notebook to TV set ?
If there are more than one video input, such as s-video and composite video, for the same input connection on the TV set ( for example front video input of the TV sets for camcorders has both s-video and composite video connectors ), then you must adjust TV set to receive s-video signals for that input. It may have been on composite video setting.
