You can use PDFCreator, an open source free tool aimed to create PDF documents from Windows applications, but it can handle that issue too.
Take a look at http://sourceforge.net/projects/pdf...
Just print your TIFF selecting JPG as output and you are done.

You can also try IrfanView (Google for it). Just open the TIFF file and use save as function >> jpg.
