I don't think it means the recipient mailbox is full because I sent a mass mailing of 41 emails to 41 different email addresses and got back 41 of the postmaster errors:

This Message was undeliverable due to the following reason:

The user(s) account is temporarily over quota.

The odds of all those addresses having full mailboxes commencing on the same day are astronomical.

That is, what email provider do you use? Do they have a limit on the emails you can send or on mass mailings? What happens if you send them one at a time?

Many Internet Service Providers limit the emails size of messages with attachments allowed. For example if you take 40 pictures with a 14 mega pixel camera and the photos average 10mg each, you will likely exceed most mail box limits and it will be returned if you try emailing all 40 without shrinking the photos. Which is why Windows can make the photos smaller for emailing purposes. This limit keeps people from being malicious and pumping mail boxes full. I have no idea what you are sending but perhaps the file(s) are too big. It is the same limit that would prevent me from simply emailing a copy of say "Autocad" to a friend....again much to large.

To err is human but to really screw things up, you need a computer!
