Comment:

I recently started using a graphics tablet. Now there is a pc tablet input panel on my screen that I cannot get rid of. There are no options to close it. The process name is tabtip.exe. Whenever I end the process, it starts right back up.

Any suggestions on permanently closing it are appreciated.

It appears that the only way to turn off the feature is accomplished with a registry edit. I hope you are familiar with editing the registry.
