I wanted to use system restore because there was an error to my Explorer but when I activated system restore it wasn't working....I tried to create a restore point but it it says "The shadow copy provider had an unexpected error while trying to process the specified operation. Please try again."

Need some help. Do I need to bring it to a PC Technician?

I think you should run an Anti Virus scan first also try Malwarebytes Antimalware ,

http://www.malwarebytes.org/mbam.php

Some malware prevents the use of system restore .
