Stuck On Boot Screen/Start up Scree

Hewlett Packard blue screen with "escape" at bottom and "system recovery" at bottom. Cannot proceed further. Also no power to keyboard! Powering off/on does not help. Any advice?
This is an iso of windows PE , should be all you will need .
