Someone has changed Vista laptop adm password

Specs: Windows XP
My mom tried to log on to her laptop and it kept telling her invalid password, but she for sure knows her password. She couldnt get in. Then when she went to shut down, she recvd an error msg that said, "you are shutting down this computer while others are still using it." There are no other people in her household that use her computer.

Op system is Windows Vista. So I tried to go in to safe mode and kept pressing F2 and finally got in and selected to change password. Because the old password had been changed by somebody, this would not work because I had to have the old password.

I am now STUCK on this screen. When I boot up, the only options are F2Setup which does nothing and F12 boot options which does nothing. I've tried F8, F11, Esc (just turns off the laptop), but cannot get past this page at all.

I burned a cd from cnet OFFLINE NT PASSWORD & REGISTRY EDITOR. I burned it on my laptop, but when I insert in my mom's laptop,I cant even open it to get it running. F2, F8, F11, F12, repeatedly pressing, nothing works.

STILL STUCK ON SCREEN that is asking me for a password and cannot get past it.

I am most def not an expert on computers and desperately need help!!!

You need to talk with Ma to see if there are important files on it before you go any farther. If so then we need to figure out a way to save them off if possible before you do any more harm.
