Comment:

I have a Dell Inspiron e1505 laptop, and I am connecting to a D-Link DIR-615 wireless router. Whenever I start up my computer, I cannot go on the internet for anywhere between 2-4 minutes after it has booted up. This computer was a replacement for an XP machine of the same model I had bought a little before Vista was released, and I had never had this kind of problem before. Almost as soon as I could see my icons, I could start surfing the net. Now with Vista, I have to twiddle my thumbs until the red X on the networking icon goes away. I have tried running msconfig and disabling all startup entries, but the problem still persists. I don't know if anyone else experiences this problem, but if anyone has any suggestions it would be greatly appreciated.

I think that's what you want.

Here are two quotes from that site. Start, run, type gpedit.msc to open the group policy dialog.

"I always go around and change the local machine policy to
always wait for network at startup or logon."

"Yep, it's under Computer Configuration\Administrative Templates\System\Logon"
