slow webcam FPS

hi, i i just got my new laptop and tried video chatting with my friend. while my friend has a smooth almost perfect video feed, mine seems to have a terrible FPS. when i speak for 3 seconds, my lips on screen blur for one second then go back to give you an idea. bottom line: how do i increase my web cam FPS? it is not my internet connection, i have tried using the recording function, (which is independent from the internet,) with equal results. i have no other programs running.
