Shortcut key stops working

I use shortcut keys change my screen resolution to either 1080i or 720p. Lately, the shortcuts have stopped working. I check the properties of the shortcut and have one set to CTRL+ALT+P, for progressive, but it does not start the batch file. I tried using the actual keyboard keys and it still did not work. But if I double click the icon, the command executes just fine. If I change the shortcut key to a different combo, it works fine for a few tries but then the same problem occurs and it stops working.

The shortcuts for these commands are currently on my desktop. Usually they are Hidden but I have them visible when troubleshooting.

Any ideas as to why this is happening?
BTW, using Vista 64 Ultimate ...not Win7
