Serial communications

Specs: Windows Vista
I want to control this via serial port using GW-BASIC-

I'm currently designing a serial to Binary converter for it. All I need is to send numerical values (0-255).

There are devices which can control relays through other
interfaces also, usb, parallel, game, as well as serial.

It already uses parallel by default. I'm making a serial to binary converter for a broader use of communication. So USB won't be a problem either since I have a USB to serial converter.

Unfortunately, the game adapter is input only, and I don't have one anyway.

The idea is a redundant/portable system I can run anywhere.

I'm looking to create a Windows 95 or 98 boot CD.

I'm not talking a install CD, I'm talking run Windows from a CD (no hard drive required).

I already have a CD that runs the full GUI of Windows XP so I know it can be done however XP doesn't allow direct access to the parallel ports without external programming.

I already have some programs written to work with 98 so Linux, etc. is out.
