No, it is not safe to delete all empty folders.
Many can be deleted safely but others cannot. It is often difficult to be sure. Since the folders are empty you will gain very little space by deleting them. An empty folder will typically consume 4 K of disk space if the volume is NTFS.

folders! Found a bunch of them after running a computer
"check up" program, but your answer likely prevented trouble!

Empty folders can be put there for future use.

Thanks Derek,
I did not make any further effort to remove the
empty folders. As was pointed out, they take
up very little disk space, so I'll just ignore them!
